The ANPR cameras are now live. The restrictions are for Market days ONLY. However, this means that ANYONE driving on the High Street on market days will receive a fine. Traders can register vehicle numbers in advance to become exempt and we will keep a list of trader’s vehicles that are allowed on for setting up and taking down times. For us to start this list, email markets@leightonlinslade-tc.gov.uk and request the form to be sent to you. All new traders will have it sent to them with their joining information. It is your responsibility to keep this up-to-date, please let us know as you change vehicles.
We don’t know yet what impact this is going to have, but I have asked CBC about how it works and here are a few FAQs for you:
What if I get a fine by mistake?
If you receive a PCN letter and have registered with us using for form above, get in touch directly with CBC and explain you should already be on the exemption list and ask them to double-check. Let me know as well and I can confirm that you were legitimately on the High Street on that day/time. They will need proof that you are a market trader (your trading licence or a screenshot of booking with us should be ok). If you have not registered your details with us via the form in advance, then it will be harder to prove.
- How long does it take to get a fine?
You will receive a letter in about 7 days after driving on the High Street, it takes a while as it goes via the DVLA to find the registered owner of the vehicle. It’s an automated system and so they can’t stop a letter going out once the cameras have picked up the registration number. Registering in advance also takes a while and so we are starting now to make sure we’re ready.
- What if I stop trading at the market?
We will remove traders’ information from the exemption list as they stop trading with us and so after that you will be liable for a fine.
- What if I change vehicles?
Let me know the new vehicle registration number and I’ll change it on the list. I am expecting that we will re-send the form out every now and then to make sure it’s up-to-date for everyone.
- What if I have/my staff use more than one vehicle?
You can register multiple vehicles using the form.
- Is there a ‘grace’ period?
There will be a 6-month period where the first offence of any vehicle only gets a warning letter. If you receive a warning letter it means you’re not on the exemption list, so make sure you update us. On the second offence within this time you will receive a fine.
- I trade in the speciality market (under the umbrellas alongside Pizza Express) do I need to register?
We are including everyone at this point, as there may be occasions when you need to drive down the High Street to set up etc and we wouldn’t want you to get a fine, so please fill in the form if you trade on either our Farmers/Handmade/Vintage markets too.
